Stephan Hartmann is a German-qualified legal and compliance professional (Assessor iuris, both German State Examinations), a former practising lawyer, and a TÜV-certified Data Protection Officer and Compliance Officer. 

Based in Tbilisi, he advises technology companies, universities, healthcare organisations and international SMEs on GDPR implementation, privacy governance, commercial and technology contracts, vendor assessments, international data transfers and data-protection impact assessments. 

He currently serves as an external Data Protection Officer and Compliance Officer for international technology companies, including Lecturio GmbH and Codeproof GmbH. 

His cross-border consulting work combines legal analysis with practical implementation, policy and guideline development, regulatory research, training and stakeholder guidance. He translates German and European regulatory requirements into clear documentation, workable internal processes and prioritised compliance measures.
