Francesco Rubino is a venture builder and EU Expert Evaluator based in Barcelona, operating at the intersection of corporate innovation, startup acceleration, and European funding.

Over the past decade, he has designed and led acceleration and incubation programmes for 500+ founders across Europe, Africa, and Latin America: from intrapreneurship programmes at Ferrovial, Enel, and De Nora, to EU-funded cohorts including Carbon13 and InvestMED, to independent accelerators in East Africa and Latin America supported by the Latin American Development Bank.

As a certified evaluator for Horizon Europe and EIC programmes, he has assessed 3,700+ companies and proposals, and now advises startups and institutions on how to access and win EU funding instruments.

Through his consultancy Ipernovation, he works with founders, corporations, and institutions across the EU on venture building, innovation strategy, and non-dilutive funding.
